Documents should be localized only after being freezed. A freezed document is defined by:
A public release version
A CVS tag
Every document should use HTML Entities instead of accented characters. Please do not use WYSIWYG editors to edit the documentation (you can use SciTE for example).
The localization process should follow the Glossary.
The workflow goes like:
US Documentation -> Layout -> US Release -> Localization -> Locale Release
